2. Taxation (1)

Explain the statutory obligations of companies, through payroll officers, to ZIMRA.  Explain the personal tax system in Zimbabwe and the role of payroll management in accurately deducting personal tax from employees. Given a copy of a summary of the Zimbabwe 2017 budget, list and explain:

  1. The individual tax on employment income.
  2. The Tax Bands and effective dates
  3. Deductions
  4. Tax free commutations
  5. Benefits
  6. Incentives
  7. Credits
  8. Aids Levy

3. Taxation (2)

Define ‘forecasting’, ‘averaging’ and ‘PAYE’ and explain the differences. Define the ‘Tax Year’.  Explain Tax year-end procedures and Auditing. Discuss the ITF16 extract file required by ZIMRA at Year End and the P6.  List and discuss the causes of tax shortfalls and refunds that can occur during a tax year and at Tax Year End. Explain the payroll auditing requirements of ZIMRA.

List the variety of benefits provided by employers to employees and discuss their implications on the employee’s taxation levels including

5. Statutory Deductions

List the current monthly and annual statutory deductions to be deducted from an employer and an employee in terms of existing legislation including: -

  1. NSSA
  2. PAYE
  3. Standards Levy
  4. Manpower Levy
  5. NECs
  6. Unions
  7. Pensions
  8. Garnishees
  9. Medical Aids

Identify the required calculations against earnings, or other fixed amounts.  Define and discuss submission deadlines.

List and describe the processes required, including setting up nominated payees, to send Third Party Payments using the Paynet Client transaction platform.

6. Practical Work

Given a case study and access to MS Excel, manually calculate deductions from an employer and different categories (taxation levels) of employees.  Use the Paywell Tax Calculation Trace to compare results.
